ANDALUSIAN FOUNDATION FOR SOCIAL INTEGRATION OF THE MENTALLY ILL



An instrument for the management of social support programmes for people with severe mental disorders

HEALTH AND SOCIAL SUPPORT TO PEOPLE WITH MENTAL ILLNESS


As a result of the Psychiatric Reform which begun in Andalusia in 1984, some of the traditional ways of treating people affected by serious mental illness are being left behind. Thus, the creation of a new health network, community based and orientated and integrated in the Andalusian Health Service, has allowed a progressive closing down of the Psychiatric Hospitals in Andalusia, which are associated with centuries of social exclusion towards these people.

The main goal of the reform is to allow any Andalusian person suffering from a mental illness not to lose his or her status as a citizen and thus to remain in the community with the highest possible degree of personal autonomy and social integration.

This often demands a co-ordinated range of health care and social support actions with complex professional, organisational and financial mechanisms, besides a progressive change in many social attitudes


A STREAMLINED MANAGEMENT OF PUBLIC RESOURCES


Whereas the entire range of healthcare interventions are now based within the general framework of the Andalusian Health Service, the specific social support measures to efficiently complement these have had difficulties becoming integrated into the historical framework of the Social Services, which must already attend the various needs of different groups of disadvantaged citizens.

For this reason, at the request of the Andalusian Parliament, the ANDALUSIAN FOUNDATION FOR SOCIAL INTEGRATION OF THE MENTALLY ILL was created in 1993 with the following characteristics:

• Its public responsibility through the Regional Department of Health, Work and Industry, Social Service and Economy.

• Its financial dependence on the Andalusian Regional Government General Budget.

• Its responsibility regarding the development and management of social support resources for users of the public mental health services whose needs are not covered by general social service programmes.

• Its structure and functioning free of civil service constraints, including the participation of professionals, relatives and other social bodies.


THE CURRENT SOCIAL SUPPORT RESOURCES NETWORK


Currently -January 2007- the activities are focused on the following areas:

A) Housing with different degrees of support in:
- 145 apartments, with a total capacity for 551 users
- 36 boarding houses with a total capacity for 624 users.
- External Support Programme for 288 users

B) Occupational activities:
- 110 occupational workshops with a total capacity for 1.869 users

C) Employment: vocational training and employment support activities, some of them through a social firm`s network (IDEA, S.A.):
- 48 vocational training courses for 247 users
- 9 Social Firms, which give stable employment to 223 people with mental health problems:

• GRUPO DE EMPRESAS SOCIALES DE JAEN, S.L.
• MULTISER DEL MEDITERRANEO, S.L. in Málaga
• PROILABAL, Promoción de Iniciativas Almerienses, S.L
• Gestión de Servicios la Cartuja “GESSER” S.L. in Cádiz
• AZAHARA SUR, S.L. in Córdoba
• AJARDINAMIENTOS NEVADAS, S.L. in Granada
• INDESUR, Informática y Decoración del Sur, S.L. in Huelva
- 8 Orientation and Support Employment Services

D) Leisure with proposals for social adjustment organised by:
- 44 Social Clubs as meeting points for 1.368 users approximately.
- A programme that includes the organisation of sport activities and holidays

E) Wardenship promoting and supporting actions to develop an institutional wardenship network for people with severe mental illness

All the above activities are developed in co-ordination with the mental health services network (Andalusian Health Services).
